Skulls - Skulls are available through the settings screen. In Halo Reach, you do not have to search for the skulls. You do have to look for Data Pads though.

Tough Luck Skull Best used in Fire Fight Matches, Enemis more capable of avoiding projectiles.

Data Pads -
Some are found in Easy, Normal and Heroic and some some can only be found In legendary game play mode. You have to look in the least obvious pplaces on each level.
